What is TEXPROCIL Registration?

TEXPROCIL stands for The Cotton Textiles Export Promotion Council.

It is the official body responsible for promoting cotton textile exports from India.

It was founded in 1954 to support and promote Indian cotton textile exports globally.

TEXPROCIL registration is the formal process for exporters to become members of the council, which operates under the Ministry of Textiles, Government of India .

After registration, members get a Registration Cum Membership Certificate (RCMC) .

The e-RCMC is issued digitally through the DGFT’s common online platform.

This certificate is essential for exporters to avail the benefits under India’s Foreign Trade Policy, also known as the FTP .

Roles and Functions of TEXPROCIL TEXPROCIL plays a vital role in supporting and promoting the Indian cotton textile export industry through various key activities: Promoting Cotton Exports: The Council helps Indian cotton products reach more global markets by taking part in trade fairs, hosting buyer-seller meetings, and offering export support.

Helping Shape Trade Policies: It acts as a link between the cotton industry and the government by sharing industry feedback to improve trade rules and policies.

Providing Market Insights: Providing valuable information on global market trends, opportunities, and challenges.

Facilitating Global Connections: TEXPROCIL sets up trade fairs, meetings, and visits to other countries to help Indian exporters find buyers around the world.

Offering Arbitration Support: The council assists in resolving commercial disputes and quality-related issues.

Keeping Members Informed: TEXPROCIL regularly updates members on government policies, trade agreements, and other important news.

Cotton Products Promoted by TEXPROCIL Council TEXPROCIL focuses on the entire value chain of cotton textiles (excluding raw cotton).

This includes: Raw cotton and cotton waste Cotton yarn (carded and combed) Cotton fabrics (woven and knitted) Cotton terry towels and bathrobes Cotton home textiles such as bed linen, curtains, and upholstery Cotton made-ups, including bags, sacks, and industrial textiles Cotton yarn-dyed fabrics and printed textiles.

This broad product range helps Indian exporters access various international markets and meet diverse buyer needs.

Type of Textile Export Incentives Schemes A TEXPROCIL membership helps exporters take advantage of key government schemes that make exports more competitive: EPCG Scheme (Export Promotion Capital Goods): This lets exporters import machines and equipment without paying customs duty.

In return, they must export goods worth six times the duty saved within six years.

RoDTEP Scheme (Remission of Duties and Taxes on Exported Products): Refunds embedded central, state, and local duties and taxes (e.g., taxes on fuel, electricity, and transportation) that are not credited or refunded elsewhere.

Benefits are issued as transferable e-scrips, usable for customs duty payments or transfers through the ICEGATE portal.

Note: As of June 1, 2025, the scheme’s benefits have been reinstated for Advance Authorization holders, EOUs, and SEZ units, broadening its coverage.

DBK Scheme (Duty Drawback): Refunds the customs and excise duties paid on imported raw materials used to make goods for export.

Interest Equalization Scheme (IES): Offers a lower interest rate on loans taken for export orders, both before and after shipping.

This is especially helpful for small exporters and MSMEs in the textile industry.

RoSCTL (Rebate of State and Central Taxes and Levies): Offers a rebate on taxes and levies embedded in the cost of exports, particularly for garments and made-ups.

Advance Authorization / DFIA (Duty-Free Import Authorization): Allows duty-free import of inputs needed to produce export goods.

PM MITRA Scheme: Supports textile industry modernization, including new machinery and infrastructure for boosting exports.

These schemes, accessible through TEXPROCIL membership, play a crucial role in reducing production costs, improving pricing competitiveness, and increasing the global reach of Indian cotton textiles.
