What is the FSSAI Central License?
The FSSAI Central License is the highest category of food license in India, issued by the Central Licensing Authority. It is mandatory for large-scale food businesses, importers, exporters, and operators dealing with the central government.
This license ensures that your food business complies with the safety standards set by the Food Safety and Standards Authority of India (FSSAI) and allows you to operate across multiple states.
Who Needs an FSSAI Central License?
You must apply for a Central License if your business falls into any of these categories:
- High Turnover: Annual turnover exceeding ₹20 Crore.
- Multi-State Operations: Operating in more than one state (Head Office needs Central License).
- Importers & Exporters: All food importers and exporters.
- Large Manufacturers: Production capacity over 2 MT per day (excluding milk/meat).
- Dairy Units: Handling over 50,000 liters of milk per day.
- Meat Processing: Processing over 500 kg of meat per day.
- Central Govt Agencies: FBOs operating in Railways, Airports, Seaports, or Defense establishments.
- E-commerce: Large e-commerce food players.
Documents Required
The documentation for a Central License is extensive. Key documents include:
- Identity Proof: PAN Card and Aadhaar of Proprietor/Partners/Directors.
- Address Proof: Rent agreement, Electricity bill, or Sale deed of the premises.
- Blueprint/Layout: Engineering layout of the processing unit showing dimensions and machinery.
- List of Directors/Partners: With contact details and IDs.
- Machinery List: Name and capacity of machinery used.
- Food Category List: List of food products to be manufactured.
- Water Test Report: From a NABL accredited lab.
- Import/Export Code (IEC): For importers and exporters.
- NOC: From the local municipality or FSSAI (if applicable).
- Recall Plan: A plan detailing how to recall products if needed.
Registration Process
- Application Filing: Submit Form B on the FoSCoS portal with all required documents.
- Scrutiny: The Central Licensing Authority reviews your application. They may ask for clarifications.
- Inspection: A Food Safety Officer will inspect your premises to check compliance with hygiene standards.
- Approval: If the inspection is successful and documents are in order, the license is granted.
- Issuance: The 14-digit license number is issued, which must be displayed on your products.
Fees and Timeline
Government Fee: The fee for a Central License is typically ₹7,500 per year. You can apply for up to 5 years at once.
Timeline: The process usually takes 45 to 60 days, provided all documents are correct and the inspection goes smoothly.
Validity and Renewal
Validity: The license is valid for a period of 1 to 5 years, as chosen by the applicant.
Renewal: You must apply for renewal 30 days before the expiry date. Late renewal attracts a penalty of ₹100 per day.
