What is FSSAI State License?
The FSSAI State License is a mandatory permit for medium-sized food businesses operating within a single state. It is issued by the State Food Safety Authority under the FSS Act, 2006.
This license ensures that the food business complies with safety standards and hygiene practices, building trust among consumers.
Eligibility Criteria
You need a State License if your business falls under these categories:
- Turnover: Annual turnover between ₹12 Lakhs and ₹20 Crores.
- Manufacturing: Production capacity up to 2 MT per day (dairy: 501 to 50,000 LPD).
- Hotels: 3-star and 4-star rated hotels.
- Catering: Mid-sized catering businesses.
- Storage: Capacity up to 50,000 MT.
- Retail/Wholesale: Turnover within the specified range.
Documents Required
The documentation for a State License is more extensive than a Basic Registration:
- Identity Proof: Aadhaar/PAN/Voter ID of Proprietor/Partners/Directors.
- Address Proof: Rent Agreement/Electricity Bill/Sale Deed of the premises.
- Business Proof: Partnership Deed/Certificate of Incorporation/Shop Act License.
- FSMS Plan: Food Safety Management System plan or certificate.
- Layout Plan: Blueprint of the processing unit showing dimensions and equipment (for manufacturers).
- List of Directors/Partners: With contact details and ID proof.
- NOC: From Municipality or Panchayat (if applicable).
- Water Test Report: From a NABL accredited lab (for manufacturers).
Registration Process
- Application Filing: Submit Form B on the FoSCoS portal with all business details.
- Document Upload: Upload the required documents in the specified format.
- Fee Payment: Pay the government fee online based on the validity period.
- Scrutiny: The Designated Officer (DO) reviews the application. They may raise queries if documents are missing.
- Inspection: A Food Safety Officer (FSO) may inspect your premises to verify compliance with safety standards.
- Issuance: Upon satisfaction, the State License is issued digitally.
Fees and Validity
The license can be obtained for a period of 1 to 5 years.

Renewal Process
The license must be renewed before it expires to avoid penalties and business disruption.
- Window: Apply between 120 days and 30 days before expiry.
- Late Fee: ₹100 per day if applied in the last 30 days.
- Expiry: If not renewed, the license becomes invalid, and you must apply for a new one.
