What is MSTC Registration?
MSTC Limited (formerly Metal Scrap Trade Corporation) is a Mini Ratna Category-I PSU under the Ministry of Steel, Government of India. It is a leading e-commerce service provider that conducts e-auctions and e-procurement for various government departments and PSUs.
MSTC Registration is mandatory for any individual or business entity wishing to participate in these e-auctions to buy scrap, surplus stores, old vehicles, minerals, coal, and other assets sold by the government.

Types of MSTC Registration
Before registering, identify the correct category:
- Buyer Registration: For individuals or entities who want to purchase goods (scrap, vehicles, etc.) through e-auctions. This is the most common type.
- Seller Registration: Primarily for Government Departments, PSUs, and approved private entities who wish to sell their scrap or assets.
- Specific Category Registration: Separate registrations may exist for specific commodities like Coal, Chrome Ore, etc., which might have different fee structures.
Documents Required
The documents vary by entity type. All documents must be self-attested.
For Individuals
- PAN Card
- Address Proof (Aadhaar/Voter ID/Passport)
- Cancelled Cheque
- Passport Size Photo
For Proprietorship/Partnership/Company
- PAN Card: Of the Firm/Company and Authorized Person.
- GST Certificate: Mandatory for claiming input tax credit.
- Registration Proof: Shop & Establishment, Partnership Deed, or Certificate of Incorporation (COI).
- Address Proof: Of the registered office.
- Bank Details: Cancelled Cheque or Bank Statement.
- Authorization Letter/Board Resolution: Authorizing a person to act on behalf of the entity.
- Digital Signature Certificate (DSC): Class 3 DSC is mandatory for bidding.
Registration Process
- Online Form Filling: Visit the MSTC e-commerce portal and fill out the Buyer Registration form with personal/company details, bank details, and PAN.
- Document Upload: Upload scanned copies of all required documents (PAN, GST, Address Proof, etc.).
- Fee Payment: Pay the non-refundable registration fee online or via Demand Draft (DD).
- Verification: MSTC officials will verify your documents and payment. This usually takes 2-3 business days.
- Account Activation: Once verified, you will receive an email with your User ID and Password.
- DSC Mapping: Log in to your account and map your Digital Signature Certificate (DSC) to enable bidding.
MSTC Registration Fees
The registration fee is non-refundable and varies based on the category. For general buyer registration, the fee is typically around ₹10,000 + GST (Total approx. ₹11,800). For specific categories like Coal, the fee might be lower (e.g., ₹2,000 + GST).
